I am having the same issue.  I just updated Cygwin today.  XWin has always 
worked great for me.  Also I checked and made sure that there is no 
file /tmp/.X0-lock on my machine.

Does startx -- -nolock work any better?

After the new X upgrade  'startx' is failing.  What is going on?
