I am not able to download the latest setup exe file. I got a 404 page not
found error. I think the link is broken: cygwin.com/setup.exe

The name of the executable is now either setup-x86.exe for the 32-bit
version of Cygwin, or setup-x86_64.exe fo the pretty new 64-bit distro.
