Robert, It's a shell script. I simply looked at the current setup.ini stored on my system (retrieved from the mirror.mcs.anl.gov mirror) and concocted a quick script to try to give the original poster a start on what he wanted. Randall Schulz, Thanks for the script and related information. It seems fairly clear and confirms that setup.ini can be used to drive the whole process (nothing funny going on inside of setup).
