The law is an instrument in the hands of State appointed enforcers.  The
State's mandate is to preserve and expand the powers of the already too
powerful.  In the United States, populaion 360+ million, 500
billionaires own 1/2 the capital assets.  "Democratic self rule" is not
possible under this condition, and Justice means "just us."
