Just ignore it

I'm first calling ADD_LIBRARY(), and then using target_sources(),
which is cleaner, more modern way.

I'm not sure if there is a way to silence the warning.

Just wondering what this means - apart from the obvious!

You have called ADD_LIBRARY for library rawspeed without any source 
files. This typically indicates a problem with your CMakeLists.txt file
Program compiles and runs without issue now as far as I can see, so 
clearly NOT critical.

I see.
While i can confirm the issue, i believe this is gcc bug,
because this works in gcc 4.9, 6 and 7 (and clang).
Please report it to your distribution.
Any chance you could simply use another compiler? :)
