You can download shapefile or geodatabase for India's district boundary and
headquarters point from Survey of India online portal. You have to register
using phone number and aadhar number.

I’m looking for the geo coordinates of India’s district headquarters. Does
anyone know where I can find them?
Using this, I want to construct a road distance measure between district
