The most official data that i know of is from the Survey of India.
Add this Arcgis feature server url in QGIS. Should also be possible in
DIVA:

Datameet is a community of Data Science enthusiasts in India. Know
Can anyone help with shapefiles for National Highways and State Highways of
India. I already have road network extracted from open street maps and DIVA
GIS however it includes all roads and the road numbers are also not
tallying with the government approved numbers for highways.
