Working on Bihar. Trying to use as much official GIS data as possible. Do all state agency's typically use SOI data, or do they develop their own data? Also, does anyone have any idea why government officials or employees do not respond to e-mails!? You would think they would appreciate a working relationship to better their data as well as that of the general public, but it seems like they could care less (because the do not respond to any e-mails...)?
