If you are skilled at GIS, then it should be possible to get an estimate.
You can get the boundary polygon of your watershed, and use the data from:
https://www.worldpop.org/ to get the population in it.

You won't be able to find a watershed wise population in India. Until the
specfic program should be based on that watershed. So try delineation your
boundary with village level census data set. And try contacting your state
WRD department.
