[datameet] 2011 Districts Shapefile seems to have an island inside Odisha

Dear All, I downloaded the shapefiles from : http://projects.datameet.org/maps/districts/ Then I subset it and kept only districts in Odisha and then took a union of all polygons in Odisha. When I did this I was expecting the boundary of Odisha. What I can see instead is the boundary of Odisha
