Yes, but just the boundary, not wards inside the towns/cities. Also note that for some funny reason quality of the maps (i.e., fuzziness/sharpness) seems to vary from state to state. MP has posted its atlases on its own website (http://censusmp.nic.in/censusmp/atlas02-09-13.html) and these are
