This was ringing a bell and I just found out why: I'd faced the same issue
with trying to run another program in Windows. There may be a "Universal C
Runtime" driver to install.

Do look for your keywords in qgis's github account > issues section, or
find or post this on gis.stackexchange.com . You may get better results
there than in a group that's not qgis-specific. Hoping the error is solved
soon.
