Describe is a SQL*Plus command, not SQL. If you want to see the columns and
data types in a table, select from either DBA_TABLES, ALL_TABLES, or

You cannot use the DESCRIBE statement as it is. Try it in the following way
select * from sys.user_tab_columns where table_name = 'TABLE_NAME';
