Are you running the filters patch? If so you have two things. One, goto
dbmail.com and download a fresh tar.gz from the website. Two, create the
missing dbmail_filters in your database.

you must be running the dbmail package. The missing table is not included in the
package. It's in the create_tables_*.mysql files though.
It's not a fatal error, btw. Just a informational message.
