what happens if you disable mod_auth_ssl? be aware that auth load
module order is important... mod_perl is executed after mod_auth_ssl
therefor basic authentication is hadled by apache-ssl.
That's the only thing changed in apache-ssl that can influence auth.

according to ucf documentation --debconf-ok is supported from
version 0.28 and there is a specific dependency on it in apache-common.
