The installation-guide should use the C.UTF-8 locale in all places
where the C locale is currently used. This is not only more modern,
it also tells console-setup to setup an UTF-8 console instead of
an ISO-8*** one.

(a) install console-setup
(b) dpkg-reconfigure keyboard-configuration
