The root of the problem is that the Debian installer does not install
package cryptsetup-initramfs.
I retried with the guided partioning. Same result.
The generated initramfs does not contain dm-crypt.ko.

So it seems installation for EFI is only supported if the installer is
booted
booting via UEFI grub-efi provides the boot menu to choose
the operating system.
Therefore on armhf and arm64 the package grub-efi should be offered for
installation.

currently there is no integration between between grub-efi and flash-kernel.
Two checks are needed to detect if grub-efi is working:
Look for the grub-efi file in the default places:
/boot/efi/debian/grub*.efi
Check depending on architecture if package grub-efi-arm or
.
Execute
mkimage -T script -d boot.txt uboot.scr.uimg
Copy file uboot.scr.uimg to the boot partition.
Now U-Boot will boot using uboot.scr.uimg and ignore the boot.scr that
flash-kernel keeps updating.

The environment for U-Boot 2017.05-rc1 has:

Boot loads and runs boot.scr.
The script tries to load the dtb from

and obviously fails.
My understanding is that on arm64 platforms the dtbs should be installed in
vendor specific folders.

This is incorrect. On 64bit arm systems you have to use

Otherwise neither u-boot nor the kernel can read the images.
I suggest to use `uname -m` to determine the architectue.
If it is aarch64 use mkimage -A arm64.
