FWIW, I've exactly the same problem. Everything the install program
tries to mount fails while I can mount things manually (at Alt-F2).

Was also very confused until I understood that I had to mount the
FAT32 partition on /instmnt and not /mnt.

I'm using the udma100-<something> flavour.

Alas I can't make a boot floppy because the install program is trying
to mount it and fails.

So in general it seems the testing distribution (which I presume is
woody because it looked for files in <something>/woody/<something>)
can't mount FAT and FAT32 things. But manually (at console 2) it works
fine.
