Hi,
The debian-installer-*-netboot-* packages currently explicitly filter
out mini.iso by way of an explicit "grep -v mini.iso", which according
to git history has always been the case.

I can confirm this patch fixes the initial issue, but installing some
packages with apt after gives me some issues:
/lib/ld-linux-ar/lib/ld-linux-armhf.so.3: No such file or directory
Version 1.0.101 does not cause these issues.
I will investigate this more this week and get back to
Netboot installers needs to have core drivers, which it is lacking at this
moment. I've added additional drivers into 'initrd.gz' of netboot installer
of debian 8.9 and problem is solved. Before adding these drivers was
getting the below error into syslog and installation was broken :
