It is now possible to set up Debian system without a root password.
On such system sudo must be used instead of su.
What is the canonical way to detect such situation ?
My purpose is to change su-to-root to automatically default to sudo mode
on such system.

This is unlikely to be a bug in debootstrap itself, but more likely to be
temporary breakage in the testing distribution.

The debconf templates probable need to be changed. I'm not that perfect
in writing them.
And I wasn't sure what to do if people enter a username but no password.
