I checked the daily builds, using he_IL.UTF-8 is problematic due to not
having a console Unicode fonts. Please change it back.
The change regarding to kbd=LatArCyrHeb-16(iso08) is great (check with
he_IL locale which is he_IL.ISO-8859-8).
