Package: console-setup Version: 1.221 Followup-For: Bug #1040650 I believe wayland does not come into effect here, since both /etc/vconsole.conf and /etc/default/keyboard modify the environment even for terminals with no graphical interface (only text interface). https://github.com/systemd/systemd/issues/24228 and the links in there might be related to this debian bugreport.
