The workaround of running apt-cdrom add from the installer chroot as say
the comment #25 work for me:

I'm research if is possible to run via internal hooks of
debian-installer but i do not know exactly where put the simple bash
script that run "in-target apt-cdrom add" that must run before
grub-installer step.

That mention posible paths like

usr/lib/finish-install.d
usr/lib/pre-pkgsel.d
usr/lib/post-base-installer.d

and more...

Any guy that know more d-i internals can help here.

I use live-build, and i think can be easy put that script on:

config/includes.installer/usr/lib*

and shipp it on the installer part of the final iso live image.

I’ve dug the problem more and found out that when the installer is started from 
the boot menu, apt-cdrom-setup udeb is also added to the installer, however 
when installer is started from the live-environment, this udeb is omitted 
somehow. This causes installation media not to be scanned as a candidate apt 
repository after installation completes. 

The bug may solve itself if somehow live-installer also loads apt-cdrom-setup 
udeb during startup. I personally didn’t find a way to do so yet.

I'm having the same problem and dug into it a bit. The bug happens as
follows:

1. live-installer installs the system fine, and sets up the apt sources
via configure_apt (present in base-installer/library.sh) in its
postinstall steps.
2. apt-setup enters the scene and configures the sources.list again, but
fails to add the cdrom.
3. GRUB cannot be found since there's no network and CD sources are disabled.

We're currently experiencing the issue in Pardus and I'm currently
documenting and working on the issue and can cooperate with any willing
party.

We just hit this bug at hamaralinux and are keen to spend some time 
fixing it.

I think this should be fixed in apt-setup. It should add the installation media 
as an apt source if no mirror is setup.

Restarting the system at this stage gives you a working installation,
but it is an irritant.

When I choose save debug logs option and choose web, I can only see
hardware-summary and partman, which is not very useful. Should this

When I look at /var/log/ only these files are present.

When I chroot into /target, not much useful info in /var/log as well

When I run apt-cache policy grub-pc

there is no candidate present because the installation media is not
selected as an apt source.

When I execute a shell from installer menu and run

apt-cdrom add

and exit. grub install succeeds.

So all we need to do is run apt-cdrom add if they choose not to use a
network mirror.
