Actually the real issue is that the 20180603 version of
installation-guide migrated to testing while it shouldn't have. It's
that version which is marked as to be removed, so no worry.

At least, https://packages.qa.debian.org/i/installation-guide.html now
says

Updating installation-guide fixes old bugs: #898665

So I don't think we have anything to do about it.

As expected, now the website displays the guide for Buster, what is wrong,
it should still display the guide for Stretch.
This is caused by the upload, which is the first upload for Buster.

I have fixed the guide release on the website in
https://salsa.debian.org/webmaster-team/cron/commit/f02a61c6d43c3b2f141ad64a837c33fbd0f56fb8

Waiting for the website rebuild, fingers crossed

Generally correct.
eu and pt_br could stay as they are now, for possible future use.

would be better spent moving it from xml to po? I suppose this is a
transition that had been underway for a while and was never completed?

Again, I'm so sorry this is getting kind of forced onto us, but I don't
think it would have been reasonable to take responsibility for
maintaining an svn server forever anyway. :(

I think we've had fixes on the website generation framework to handle
that problem exactly. If we spot issues (again), we should work on
fixing them, rather than being limited in our upload capacity on the
installation guide side, I think?

However, there is much more work to do here, "svn" and "alioth" is often 
mentioned in the manual.
That would need some more time (at least for me).

And:
maybe the workflow of xml-based translations is affected by git migration?
Tracking the up-to-date-status of those files is handled with svn revision
numbers, which are no longer available now IMHO.
How to deal with this?
Is it worse to overwork the relevant scripts, to make them work with git
hashes, or should we just drop xml-based translations altogether now?
Most translations have switched to po already, from the up-to-date
languages only Czech is left on xml.

on the debian.org website was affected, because the website directly uses
the latest uploaded package version.
But the installation-guide is handled differently here apparently, so
that's most probably not a problem here...

That would be a good idea (along with an extra commit to update Vcs-* to
salsa, see my latest reply in the salsa thread).

From looking at the bug report this has not actually been a bug
in the installation-guide package, but a problem in the cron job
that puts the installtion guide onto the website, so this should
not result in a package removal from testing.

The cron job has been manually fixed up, so the actual problem
(wrong version of the guide on the website) does not occur
anymore at the moment.  What is still open is how to change the
cronjob to handle this better/automatically in the future, but
that IMHO does not justify an RC bug against the manual itself.

I therefore assign this bug to www.debian.org and lower the
severity to normal.
