Hello,

1. Console-tools can overwrite the keyboard setting of console-setup.  
Kbd also did this in the past.

2. During the execution of keyboard-setup it is possible that /usr is 
not mounted.  In the rare case that the user has edited 
/etc/default/console-setup and the keyboard is not yet compiled in 
/etc/console-setup/cached.kmap.gz, the keyboard configuration will be 
wrong.

3. It is safer not to use -f.  Who knows what other bugs there can be...
