Binary-only builds of libmecab-java (via dpkg-buildpackage -B or
debian/rules binary-arch) have been failing because debian/rules
unconditionally attempts to install MeCab-0.98.jar from
override_dh_auto_install into a directory available only in full builds:

(The explicit call to dh_prep keeps dh from generating its own and
undoing the preceding manual installation.)
