After installing the system, and only performing debconf configuration
at high level or above, I got the following error when attempting to
browse to horde2:

Specifying the whole path (/usr/share/horde2/imp/lib/constants.php)
fixed this problem.

As far as I understand this was an issue related to php4-cgi.
As php4 is now fully integrated to apache2 this is a non-issue.

If people really want to use php4-cgi they have to deal with
the configuration themself. :)
