Adding "contrib' to the sources.list file solved the
problem. [Hence not really a bug.]  IE:
   deb http://mirror.averse.net/debian/ testing main
contrib

For future newbs that might stumble across this error
... There is very little documentation on the
sources.list file ... many show an entry like this:
  deb http://mirror.com/debian distribution section1
section2 section3

But there is never an explanation on what "section1"
is, even in the man pages.  If you were to do a
package search on tomcat4 in testing ... it is marked
with [contrib] ... hence needing the 'section' contrib
added to the sources entry.  

Thanks to Aldous Penaranda for patiently pointing this
out and guiding me through the bug process.
