Hello:

After updating from 2:3.3.12-4, the local sysctl configuration under
/etc/sysctl.d/ seems to be ignored, at boot or when called manually
(running the script or via "service procps start"). sysctl.conf is
just comments, but I fear it's ignored too. Calling "sysctl --system"
changes the variables correctly.

First wild guess was that "Update the init script to use new LSB
features" (from changelog) should also make sure such changes are
there, by forcing update of whatever lsb packages are involved.

But more inspection suggests it could be typos in the code, because
reading init-d-script(5) man page says the shebang line (in the
example) is #!/lib/init/init-d-script instead of #!/bin/sh. Yet
changing that line and adding echo RUNNING in do_start_cmd prints
nothing.

More investigation, sysctl is $DAEMON now, and "test -x $SYSCTL ||
exit 0" doesn't really return (confirmed via adding set -u, then it
really stops). The plot thickens.

BTW /etc/init.d/skeleton says "implemend" in the comments, that sure
is a typo.
