Dear Maintainer,

I was unable to use company-rtags package, because functions like caadr and
cadadr are unavailable. M-x describe-function does not result in a function.
Evaluating this:

(caadr '((a b) (c d)))

returns the error: Symbol's function definition is void: caadr

Putting cl-caadr as function does work, so cl-lib.el is loaded. when I evaluate
(require 'cl) then the caadr function does work too.
I added this as a workaround to my .emacs file, but flycheck returns a warning
saying: cl package required at runtime
So I feel this workaround should be unnecessary. On an ubuntu 16.04 machine
(with seemingly the same emacs packages) it does work out of the box.
On a new debian stable install I get the wrong behavior too, so it seems it's
not just my current installation only.

Is there a reason cl is not loaded on startup?
