pglogical is currently failing its autopkgtests on all architectures
in ubuntu, and in debian ci as well.

The tests themselves in pglogical look fine, maybe you can check them
and help pin-pointing where else a regression has appeared?

Currently this failure is holding back postgresql-10 and icu
