Thanks for getting this release out - lots of good fixes there. The patch
I referred to seems to have resolved this, with 0.98 consistently failing
with newer apt, but 0.99 consistently passing:

So I think the RC bug #887690 has the same root cause as #886803, and is
now resolved.
