Dear Maintainer,

with the release in sid of the new major version of openmpi,
libpetsc-*3.8-dev packages became uninstallable, since they depend on the
2.1 version of libopenmpi-dev. It might be just a matter of recompiling the
packages and modifying the versioned dependence. Let me know if I can help

Yes, we're in the middle of the openmpi3 transition.  This is what the
'un' in unstable refers to.  Please hold off upgrading any openmpi
related packages until the transition is complete.
