doc/Makefile is well-able to make an html version of the documentation.
I just don't know how to arrange for this to end up in the Debian
package, or I would submit a patch.

I can confirm Jacob Winther's diagnosis:
rm /usr/lib/irssi/modules/libfe_silc.so
was sufficient for me to avoid getting the duplicated messages.
I have not yet tried the modification of the Makefile to see if that
builds acceptable packages.
