I installed apt-proxy on a server last night and was able to `apt-get
update` from most clients without fail for the first couple hours.

I upgraded tor and the package scripts fail to restart the daemon.
Apparently it is still running when the upgrade is finished but the
scripts are not aware of it running. Start during package configuration

could it be that the problem occurs when two or more network interfaces come
up simultaneously? The first causes sshd to restart and the second then
sends a signal before the signal handler is installed. Does that sound
reasonable?
