The main issue is that the shiki-colors themes contain a
meta-theme which is displayed in GNOME's appearance preferences
which would be broken if icon, Metacity, and GTK+ themes are not all
present.
In the next upload the shiki-*-theme packages will depend on either

Thanks for reporting this issue and providing a patch.
The next upstream release will have the start-here icon renamed to
gnome-colors and start-here will link to it. So the Debian package has
only to overwrite the start-here link.

according to policy 11.6 though:
