I can't comment for OP, but I don't feel that the current (2.1.10)
freeciv makes changing production overly complex - its only when you
want to setup a que you need the custom tab, and that isn't an overly
hard thing to do.
If theres no extra feedback I'll close this bug on a later sweep.
