this issue got a CVE id, CVE-2010-0743.
If you fix the vulnerability please also make sure to include the
CVE id in your changelog entry.

I'm not sure what heuristics would be appropriate because there isn't
enough information on possible error states.
However, I've arranged for the variable in question to be output as
part of the failure message, if the variable is defined.
I propose to close this bug by adding the variable

AIUI, you have to add a build-dependency anyway and change at least one
line in the debian/rules to call dh-autoreconf. Well, that line could
simply call autoreconf (or whatever) which even makes debian/rules
