This is only a work-around, but, from the report for Fedora EPEL at
https://bugzilla.redhat.com/show_bug.cgi?id=577546
I learned that changing ssl.use-sslv2 from disable to enable solved above
problem for me and restricting the ciphers works as described.

As far as I can see this is easy to fix. One just changes the priority
in debian/config on 'tiger/policy_adapt' to high. Of course one can then
remove the lintian override. I'm trying this out in a local build.
