I have found that the enabled init.d script will cause this problem:
I removed the init.d script and its symlinks in /etc/rc*
Then I enabled the systemd script (display-manager.service)
and started it.
Then lightdm starts always and without errors.

Now I have upgraded an old Thinkpad from Jessie to Stretch installed
davfs2-1.5.2-1.2 from Sid and tested. Result:
