I'm so sorry, this is my first bugreport, so i mistaked: i've made some more investigations and looks like this bug should be related to `agetty` and thus `util-linux` package, but no `login` and `shadow` package, because of login is invoked by `agetty` and exactly `agetty` draws login prompts.
