It has and still causes problems for me, and leads to hacks and
workarounds that need to be manually applied like fixing it in
/usr/share/pyshared/mapnik2/paths.py
Its a simple fix in debian/rules.

The attached patch against the current HEAD of
git.debian.org/pkg-grass/postgis.git fixes the issue.
It would seem that this is an upstream problem, but I've solved it
