Sorry to have bothered you.
This is what comes of switching between installs & doing reinstalls when tired.
I simply forgot the adwaita-qt package was required for the option to be there
and was using an install with it absent.
Feel free to close this.
Those of us on the autistic spectrum can find excessively bright windows within
a dark screen somewhat painful too deal with.. even if the Fusion style renders
the text readable.
