Yes. And I feel like I have wasted your time now, as this was the problem. I
did notice in one of the other bug reports that the submitter also had this,
but I must have misread It not to realize it was their problem.

I upgraded my system (a headless microserver) to buster today using the
standard commands (apt-get upgrade and apt-get dist-upgrade) and did not notice
any errors causing it to fail.
