I also ran into this recently; it seems that the Debian packaging
explicitly passes --disable-firstboot during configuration due to a
preference for debconf. However, it's not at all clear to me that
debconf provides a superset of firstboot's functionality. In particular,
the hostnamectl man page advises users to use firstboot to set
a container's initial hostname, but I can't work out how one would
accomplish this with debconf.
