The issue can be reproduced in 2.3.0.
I can also confirm that cubicsdr is now working. And I have not noticed
any adverse effects on other packages.

Pavucontrol from other users/distros don't seem to have this issue.
The command to generate the sinks is for example "pacmd load-module
module-null-sink sink_name=HF", so I expect the label to be "HF" and not
"Null Output".
