Confirmed, on every system upgraded to buster, nsd fails to start (even
with a blank configuration file i.e. all settings at defaults):

Dear Maintainer,
nsdc running is supposed to return 0 only if nsd is currently running. This
is the behaviour
defined in the man page and we rely on it especially now nsd3 is failing to
restart.
