Debian 6.0 (squeeze) when running as a Xen VM does not signal the host (with
SHUTDOWN_crash) after a kernel panic. This is regression from earlier
releases.

Using --prefix=/usr/local puts the modules in:
/usr/local/lib/python2.7/dist-packages/
Which _is_ in the default module search path. I presume /usr/local is
being special-cased and changing the standard site-packages to
dist-packages. Perhaps /usr should be handled in the same way?
