Dear Maintainer,
On a fresh install install of Bullseye the kde-plasma-desktop
metapackage was installed as per information at
https://wiki.debian.org/KDE kde-plasma-desktop was chosen as the most
minimal option for installing KDE.
In contrast to what I wrote earlier it appears that
xserver-xorg-input-synaptics *does* need to be installed. I installed
it and now xinput list-props is listing more features such as circular
scrolling. In Plasma system settings touchpad features that were
previously not available are now
Additional info for the kernel I compiled with Synaptics RMI4 bus
support -> RMI4 SMB Support enabled:

I have a Thinkpad T550 and initially had a similar issue:
With the stock kernel in Sid:
dmesg |grep psmouse
psmouse serio1: synaptics: The touchpad can support a better bus than
the too old PS/2 protocol. Make sure MOUSE_PS2_SYNAPTICS_SMBUS and
RMI4_SMB are enabled to get a better touchpad
