I've just performed an upgrade of a ganeti cluster from buster+2.16 to
bullseye+3.0 and hit a problem during the upgrade.
The procedure that I used was to:
1. install ganeti 3.0 from buster-backports and upgrade the cluster
2. run O
Control: tags -1 + fixed-upstream
Koichi Murase kindly pointed out that this has already been fixed upstream:

Indeed, now I was able to reproduce it.
And yes, using _have instead of have does fix the
rk for you, we can't change dh_bash-completion to install
things under that directory. dh_bash-completion must install to
/usr/share/bash-completion/completions.
